Board

The DSCB has a statutory duty to assure itself of what is being done by all partners in Doncaster to safeguard children.  It does this by:

Reviewing and challenging information in:

·        Seeking relevant performance information from each LSCB agency and where necessary challenging and identifying areas for development

·        DSCB annual report

·        Undertaking and coordinating activity aimed at identifying the quality of front-line practice across the DSCB

·        Seeking assurance and driving the actions  from the L&I framework have been carried out

·        Ensuring that every LSCB agency is meeting its statutory duties under Section 11

·        Satisfying itself that actions from nationals inquiries have been taken forward

·        Satisfying itself that actions have been put in place to meet requirements of changes in guidance and legislation to safeguard children

·        Challenging partners to provide assurances where issues have arisen which would give rise for concern regarding safeguarding children

·        Developing and agreeing the Boards strategic priorities

·        Bringing information to the Board which demonstrate how their individual agency is meeting its safeguarding responsibilities

·        Ensuring that information and actions agreed by the Board are cascaded throughout their organisation

Chair's Group

The aim of the Chairs Group is to drive forward the strategic priorities of the Board

·        Monitoring and driving the progress against the strategic priorities

·        Scrutinising and challenging the work of the sub-groups to identify blocks and gaps in progress

·        Approving new actions and priorities to respond  in a timely manner when new issues arise

·        Approving plans from SCR’s LLR and other case reviews

·        Having thematic deep dives’ into the work of each sub-group to provide greater scrutiny and challenge

·        Mobilising resources to unblock or speed up progress where required

·        Agreeing strategic actions to ensure strategic plan is taken forward (eg establishing new task and finish groups to tackle  tricky issues

·        Oversight of Quarterly and Annual Report

·        Coordination of subgroup priorities and allocation of work to sub-groups

·        Ensure that sub-groups are working effectively and coordinating work between the groups

Learning and Improvement Sub Group

Has responsibility for the development and implementation of the L&I framework (To view a copy of the L&I Framework then click here). This includes:

·        To provide update report on progress against action plan to the Chairs group

·        Developing and agreeing action plan to carryout L&I framework

·        Having oversight and responsibility for and analysing the Performance report and developing/agreeing the dataset

·        Identifying action required as a result of the Performance report and ensuring this is carried out

·        Escalating any actions which are not being carried out in a timely way to the Chairs group

·        Having oversight and responsibility for actions from case review (SCRs, LLR and other serious incidents)

·        Scrutinising reports from SCRs and LLR, agreeing recommendations and action plans before sending for sign-off at Chairs Group/Board. 

·         Monitoring of action plans and escalating if actions are not taken forward in timely manner

·        Carrying out audit programme as agreed by the Chairs group. Receiving audits reports and agreeing recommendations and actions from them. Feeding back to chairs group on progress of actions from audit activity

·        Reviewing and updating L&I framework to ensure it enables strategic priorities to be taken forward.

 

The case review group and dataset group and audit group report into the Learning and Improvement group. These groups undertake reviews of cases which give cause for concern as identified by the L&I group, develop and produce the dataset, carryout the multi-agency audits identified by the L&I group.

Child Death Overview Panel (CDOP)

To carry out the statutory functions regarding CDOP and develop priorities arising from learning from all child deaths

·        To provide update report on progress against action plan to the Chairs group

·        To take any action as necessary arising from learning

·        To pass any learning to the Chairs group to enable this to be actioned within the wider sub-groups

·        Ensure that the LSCB is fully aware of the annual report and are alerted to serious or important issues

·        escalating any actions which are not being carried out in a timely way to the Chairs group

Workforce Development Sub Group

To develop and implement the DSCB workforce development strategy

·        To provide update report on progress against action plan to the Chairs group

·        To develop new training courses as identified through the chairs group

·        To monitor attendance and impact  of training

·        To ensure training is of a high standard and meets the needs of a multi-agency audience

·        escalating any actions which are not being carried out in a timely way to the Chairs group

Child Sexual Exploitation and Missing Children Sub Group

To oversee and direct multi-agency activity related to the identification, prevention and detection of Child Sexual Exploitation and children who go missing

·        To provide update report on progress against action plan to the Chairs group

·        To develop and implement the CSE action plan to meet the Boards strategic priorities

·        To provide regular reports to the Chairs group on progress against the plan

·        To hold partners to account for their role in CSE and missing children

·        To quality assure the work in relation to CSE/missing children

·        To develop and monitor a CSE data set to enable the group to assure itself of progress and areas for development

·        To feed the performance information into the quarterly performance and annual reports developed by the L&I group

·        To monitor the effectiveness of training provided on CSE and link with the Workforce group where required in the production of the workforce performance report and evaluation of training

·        Escalating any actions which are not being carried out in a timely way to the Chairs group

Faith and Culture Group

To ensure that safeguarding is a priority within the faith group sector by ensuring that safeguarding standards are understood and appropriate policies, procedures and training is in place

·        To provide update report on progress against action plan to the Chairs group

·        To develop and action plan to meet the Boards strategic priorities in relation to equality and diversity in safeguarding practice

·        To develop standards to assist groups in establishing good practice in relation to safeguarding children

·        To develop self-assessment tools for groups to be able to assess their safeguarding processes

·        To provide support and guidance in relation to safeguarding training

·        To provide feedback to the chairs group on work undertaken in relation to the action plan

·        To link with CSE group to ensure particular risks in relation to this area of work are effectively being taken forward

·        Escalating any actions which are not being carried out in a timely way to the Chairs group

Health and Education Sub Groups

These two sub-groups have been established to ensure positive linkages between the work of the DSCB and the health and Education communities.

·        To ensure the Boards priorities are disseminated and acted upon

·        To feed information from the Board to relevant partners in order that they can be acted on

·        Feeding information into the Board and its sub-groups which may have a bearing on Board activities and priorities

·        Coordinating activities of  the Health and Education communities to ensure that children are safeguarded
